The submissions made by representors in relation to the Main Modifications consultation which closed on the 28th October 2025 have been published and can be viewed on the Main Modifications Responses tab found on the Examination homepage. The Inspector will consider these as part of the preparation of his Inspectors Report.

The Council is still considering comments that were made on other parts of the plan, including Minor Modifications and Points of Clarification.

Please be aware that there has been a change to the hearing programme.

The hearing programme has been updated to include participants for the hearing sessions. Please see the updated hearing programme here ID03 Draft Programme v5 November 2024 (PDF File, 213kb).

If you have requested to participate in the hearing sessions, please carefully check the updated hearing programme to ensure that you are listed correctly for all the matters you wish to attend and the name of your participant is correct. Hearing attendees will only be permitted to speak if they are named on the hearing programme. If you are not listed correctly or have any queries, please contact the Programme Officer immediately.

There have also been further changes made to the hearing programme, there will no longer be a hearing session on Matter 4 - Affordable Housing, Matter 10 - Transport and Infrastructure and Matter 11 - Viability. Wednesday 13th November 2024 is now a reserve day and Thursday 14th November 2024 is no longer listed as a reserve day.

Planning Inspector Hayden Baugh-Jones BA(Hons) DipLA MA CMLI has been appointed to undertake an independent examination into Newark & Sherwood District Council’s Amended Allocations & Development Management Development Plan Document (DPD).

The Amended Allocations & Development Management Development Plan Document (DPD) was submitted to the Secretary of State for Levelling Up, Housing and Communities for independent examination. 

The Council is seeking representations on Modifications (including Main Modifications and Minor Modifications/Points of Clarification) to the Newark & Sherwood Amended Allocations & Development Management DPD and associated modifications to the Policies Map. Consultation on the Modifications, Integrated Impact Assessment and Habitats Review of the Main Modifications and associated documents will run from Tuesday 16 September until 5pm on Tuesday 28 October 2025.

Please note this consultation is confined to the Modifications (including Main Modifications and Minor Modifications/Points of Clarification) and the other documents mentioned above only.  It is not an opportunity to re-state points previously made, to raise new representations to the submitted Amended Allocations & Development Management DPD, or to seek further changes to the DPD. The modifications have been put forward without prejudice to the Inspector's final conclusions, and all representations made will be taken into account.

The Planning Inspectorate has provided a short guide for those who might be participating in a Local Plan Examination for the first time, they have also published a more detailed procedure guide for local plan examinations which provides detailed practical advice. There is further information about the Examination Process provided by the Government. 

Planning Inspector Hayden Baugh-Jones BA(Hons) DipLA MA CMLI has been appointed to undertake an independent examination into the soundness and legal compliance of Newark and Sherwood District Council’s Amended Allocations and Development Management Development Plan Document (the DPD).

The Inspector’s task will be to consider the soundness and legal compliance of the submitted DPD based on the criteria set out in paragraph 35 of the National Planning Policy Framework 2021 (the Framework) and associated regulations, namely the Planning and Compulsory Purchase Act 2004, the Localism Act 2011 and the Town and Country Planning (Local Planning) (England) Regulations 2012.

The Inspector will consider the representations made under Regulation 20 (in response to the Regulation 19 consultations undertaken) as far as they relate to soundness and legal compliance considerations. A number of informal debates will take place on the principal matters identified by the Inspector, these are termed Hearing Sessions.

At the end of the Examination the Inspector will prepare a report to the Council with precise recommendations, these recommendations may include modifications to the DPD.

Kerry Trueman of Programme Officer Solutions Ltd has been appointed as Programme Officer. The role of the Programme Officer is to independently coordinate the administration of the Examination and to liaise between the Planning Inspector, the Local Authority and other interested parties for the duration of the Examination.

The Examination Library includes all the documents submitted to the Secretary of State and also includes all the Examination Stage Documents. This includes subsequent statements and other relevant correspondence issued after submission of the draft Amended Allocations and Development Management DPD. This will be updated to include relevant material issued by the Planning Inspector, the Council and other parties during the examination process.

Observing

Limited seating will be provided for observers to observe the hearing sessions.

If you wish to observe the sessions please sit in the observer seating provided. Please refrain from sitting at the hearing table or seats beside the hearing table as these are reserved for those participating in the hearing session.

The hearing sessions will not be livestreamed.

Car parking

Pay and display car parking is available at the front and side of Castle House with public parking nearby at Riverside Arena and the Riverside Car Parks. For alternative options, visit the Council’s car parking page.

Public transport

Castle House is next to Newark Castle train station and is a 15 minute walk from Newark Northgate train station.

To reach Castle House by bus, you can plan your journey on Nottinghamshire County Council’s route planner.

Accessibility

The main entrance is wheelchair accessible and adapted toilets are provided at the venue.

If you have any specific requirements, please let the Programme Officer know as soon as possible.

Participating

If you are participating in the hearing sessions, please refer to the latest published programme for the hearing times and check that you are listed as participating in all the hearing sessions you are due to participate in. If you are not listed as you expected please contact the Programme Officer immediately. It is the responsibility of individual participants to check the latest timetable and to ensure that they are present at the correct time.

Nameplates are required for all participants, please ensure that you have provided the name(s) of all your participants to the Programme Officer so she can ensure that you have a name plate for your hearing session(s).

Seating at the hearing table is limited and it is only possible to seat one participant per representer, limited hot-seating will be provided but please ensure that the Programme Officer is informed of all your participants.

The hearings will take place in the Civic Suite, if you are listed as a participant or additional participant then a nameplate will be placed at your seat. This is your designated seat, please do not move this or sit elsewhere.
